Tumabayev Kuat Mukhitovich - Board of Directors Chairman

Born on October 30, 1980 in Semey city. In 2001 graduated from Shakarim Semipalatinsk State University majoring in “International Economic Relations”. In 2003 graduated from the Kazakh Humanitarian Legal University majoring in “Jurisprudence”.

Labour activity started in 2001 as an expert of a credit department of “Alliance Bank” JSC (Almaty city). In 2002-2003 worked as an expert of financial and economic analysis department of “Kazpolygraph” JSC (Semey city).

From 2003 worked as a main expert, from April, 2005 headed Governmental Loan Policy Department of State Loan and Crediting Planning Department of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.

From September, 2005 worked as a deputy head, from September, 2006 headed Budget Investment Planning Administration of Investment Policy and Planning Department of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.

In 2008 was appointed to the post of a Deputy Director of Investment Policy Department of the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.

In 2011 was appointed to the post of a Deputy Chairman of Regional Development Committee of the Ministry of Economic Development and Trade of the Republic of Kazakhstan.

In April, 2012 worked as Director of Investment Policy Department of the Ministry of Economic Development and Trade of the Republic of Kazakhstan.

From April, 2014 worked as an adviser to Chairman of Board of National Chamber of Businessmen.

From March, 2015 headed Economy and Budget Planning Administration of East Kazakhstan region.

On January 15, 2016 is appointed to the post of deputy regional akim.

Took courses to raise his qualification in industrial development planning (2007) in Japan and State-Private Partnership in infrastructure development (2014).

Took courses in the Academy of Public Administration under the President of the Republic of Kazakhstan on the program “Public Administration”.

Knows Kazakh, Russian and English languages.

Mozhanov Nurlan Bayzhigitovich - Board of Directors Member

He was born on January 16, 1979 in Ust-Kamenogorsk city, East Kazakhstan region, Kazakh, higher education, in 2000 graduated the East Kazakhstan State University, majoring in "Accounting and Auditing" qualification "Economist", in 2014 the East Kazakhstan State technical University. D.Serikbaev in specialty "electricity."

He began his career in 2000 after graduating as an economist in financial and administrative department of the East Kazakhstan State University. In 2001, he worked as General Director of LLP «Shydys Commercc LTD», Ust-Kamenogorsk. Since 2002, the Executive Director of LLP "AltayExpert" in Ust-Kamenogorsk, 2003-2004 worked as the President of JSC "Kanat", Mayskoye village, Taran District, Kostanai region, in 2004-2005 he worked as Deputy Director for Commerce Ltd. "UMP-Service", Ust-Kamenogorsk. In 2006 he worked as the director of «NADAL» LLP, Ust-Kamenogorsk. Since 2010, the Deputy Director of LLP «NADAL TRADE», Ust-Kamenogorsk. In 2013, he worked as Deputy Director of LLP "SEBANUR" Ust-Kamenogorsk.

On November 26, 2015 appointed as an acting chief of the department for public procurement and municipal property of the East Kazakhstan region.

Smatlayev Almaskhan Baurzhanovich – the head of economy and budget planning department of East Kazakhstan region

Almaskhan Smatlayev graduated from the Finance Academy under the Government of the Russian Federation and Blumsbergsky University (Pennsylvania, USA). He has four higher education on the specialties "Economy", "International Economics" and "Finances and Credit". He is also a master of state and municipal government. He is fluent in Kazakh, Russian and English languages.

2009-2011 - Deputy General Director of "Coral Group" (Moscow, Russia)

2011-2012 - General Director of "Service and Technology Invest" (Moscow, Russia)

2012-2014 - Consultant, then Adviser to the Eurasian Economic Commission (Moscow, Russia)

From November 2014 he was the assistant of akim of East Kazakhstan region.

In April 2016 he was appointed as the Head of the Economy and Budget Planning Department of the East Kazakhstan region.

Ekeev Timur Zhaksylykovich – Independent director of the Board of Directors

Director of the regional branch in the East Kazakhstan Region of «Fund of entrepreneurship development «Damu» JSC.

• from 7 November, 2011 up to 7 November, 2012 – the head of department of support of contracts of JSC Altynalmas;

• from 23 January, 2013 up to 1 March, 2014 – Manager of the Department of subsidy assistance of «Fund of entrepreneurship development «Damu» JSC

• from 2 March, 2014 up to 20 March, 2015 – Chief Manager of the Department of subsidy assistance of «Fund of entrepreneurship development «Damu» JSC;

since May 22, 2015 up to the present time – member of the Board of Directors (Independent director) of «East Kazakhstan Center of PPP» JSC.

Nechepurenko Nikolay Mikhailovich – Independent director of the Board of Directors

Director of the East Kazakhstan regional branch of «Halyk Bank» JSC.

• from 1 February 2009 – up to 9 May 2012 – held an appointment as a Deputy director of small and medium business of East Kazakhstan regional branch of «Halyk Bank» JSC;

• from 10 May 2012 – assigned to a position of Director of the East Kazakhstan regional branch of «Halyk Bank» JSC;

• from 11 November 2013 – up to the present time – member of the Board of Directors of «East Kazakhstan Center of PPP» JSC.
